set + down (1)
→「～を置く（他動詞）」＋「下に、低く（副詞）」
→「～を下に置く（他動詞）」
→「（規則などを）定める、規定する（他動詞）」

You can use the property as long as you meet all the conditions set down by the government.
「政府により取り決められた全ての条件を満たすならば、あなたはその土地を使うことができる。」

★群動詞（句動詞、phrasal verb）とは"動詞＋副詞／前置詞"で構成される熟語の事です。
